The FS-11A is a 500W small space heater for personal use — a desk, a study corner, or anywhere you want warmth on you rather than the whole room. Running at 500 to 600W it draws very little compared with a full-size heater, so it can be left on through a working day without the running cost becoming an issue. The PTC ceramic element heats immediately and cannot overheat past its own limit.

This is a personal heater rather than a room heater, and it is honest about that. At 500 to 600W it will not drag a cold living room up to temperature, but it will keep the person sitting at the desk comfortable for a fraction of the running cost, which is what most buyers of this size actually want.
